Job Description:

Purpose of the role:

Ensure successful implementation of the project “To support rain and flood affected vulnerable population amid COVID-19 crisis in District Badin and Mirpurkhas in Sindh, Pakistan” within the approved timeframe and resources.

Individual accountabilities

Project Detailed Implementation Planning: Prepare and review of the project plans related to cash transfer programing throughout the project implementation period and carry out regular follow-up for reporting on all aspects of Cash transfer programing.  

Project Implementation: Effective and efficiently implementation of the cash transfer programing through the implementing partner organization as per the design/proposal approved by the donor within the specific period and resources.

Funding: Oversee budget utilization in the cash transfer programing and keep informed all concerned including donors of the funding status/funds utilization. Prepare budget revisions if necessary in coordination with the Implementing Partner and inform internal departments and donor in a timely manner.

Strong thematic Understanding:

  • Possess comprehensive understanding of emergency Food Security and Livelihoods related Cash Transfer Programing implementation modalities suited to diverse emergencies and geographical locations.
  • Prepare comprehensive operational manual of Cash Transfer intervention In consultation and coordination with the implementing partner. Document, the mutually agreed Implementation modalities of the Cash Transfer Programing focused on food, livelihoods and early recovery. 
  • Collaborate with the implementing partner in undertaking market analysis and Mapping of service (Mobile transfers, remittances, bank account, etc.) in the context of geographical areas (District Badin and Mirpurkhas). 
  • Establish and document the beneficiary identification and selection process for providing cash assistance. 
  • Critically assess and follow-up the Complain Redressal Mechanism. 
  • Assess and document Beneficiary Awareness Campaign (Financial Literacy - Mobile Banking). 
  • Document the Beneficiary registration and identification checks (Anti-Money Laundering Check (AML/CFT Check). 
  • Follow up with beneficiaries of Cash Distribution & Encashment and write case studies.

Reporting: Ensure the preparation of Cash transfer related weekly, monthly, annual and end of project reports as required by ACF, Government, donors and other key stakeholders.

1.        Project designing, implementation and follow up with the Partner organization relevant staff regarding the Cash transfer intervention.

2.        Follow up with the communities for ensuring effective project implementation and quality outreach of cash transfer programing.

3.        Coordinate with the district government officials, District level NGOs and INGOs, agencies and network with key stakeholders related regarding cash transfer programing.

4.        Drafting Cash Transfer operational manual based upon the experience and lesson learned from the project.

Parameters of success:

1.        Ensure that Cash Transfer interventions successfully contributes to the achievement of the “Project Objective” and the Cash grant specific two results (1 &2) are achieved as mentioned in the Proposal and LFA.

2.        Cash Transfer interventions related activities are implemented in accordance with the agreed timeline/Detailed Implementation Planning (DIP) and quality parameters and all the related milestones are comprehensively achieved.

3.        Effective relationships is maintained with the implementing partners and key stakeholders including communities.

4.        Timely submission of financial and physical reports.

Cash Transfer interventions are comprehensively documented in the form of “operational manual” with periodic case studies from the beneficiaries.
