Job Description:

Role in the Organzation:

The CBDRM/WASH Engineer will be based at the SIF field office in Chitral and will be responsible for planning, technical feasibility, designing, implementation, and reporting of SIF CBDRM/WASH and community infrastructure interventions in Chitral under the direct supervision of the Project Manager and for WASH technical support coordination of WASH Coordinator and for CBDRM Technical Support Coordination with Program Manager-KP (Disaster resilient & Climate Change Expert). S/he will technically ensure adherence to the standards of construction while implementing and monitoring physical infrastructure-related activities in a timely manner.

In addition, s/he may be called upon to carry out surveys, participatory needs assessments, or any other activity that may be deemed necessary.

Objective 1: Assessment/Training Activities:

  • Conduct technical feasibilities for community disaster structure mitigation infrastructure schemes.
  • Conduct field water quality tests for all water supply schemes (gravity, hand pumps, dug wells etc.)
  • Train masons/artisans on scheme design and engineering techniques.

Objective 2: Technical Supervision Activities:

  • Develop BOQs and design for culturally appropriate, environmentally sound, disaster-resilient, and sustainable disaster structure mitigation infrastructure and rehabilitation work like disaster-resilient hand pumps, and disaster-resilient community and Govt CPI schemes in target areas.
  • Supervise all construction works related to water supply and sanitation including sanitation platforms, masonry foundations, and laying of pipes.
  • Supervise installation and start-up of operations of all disaster-resilient water supply and disaster-resilient protection walls, bioengineering, and slop stabilization construction activities.
  • Design disaster-resilient community physical infrastructure as per requirement and engineering standards.
  • Prepare technical designs and BOQs and ensure that all the construction work is implemented as per approved designs and engineering standards and share with relevant government departments if necessary.
  • Ensure storage and delivery of related materials, equipment, tools, and consumables on the work site and maintenance of proper records.
  • Plan and supervise all other environmental sanitation activities including waste drainage Lobbying / Advocacy and capacity building of target area beneficiaries.
  • Conduct monthly evaluations of program activities to determine the success of interventions, write routine progress reports, and recommend changes in program activities to the Project officer.
  •  Support the logistic department in the procurement of construction materials and ensure safe storage in the community
  • Hand over all completed schemes to beneficiaries and line departments.
  • Perform other duties as required related to construction.

Objective 2: Coordination Activities:

  • Maintain close liaison with mobilization officers and Committees  
  • Establish strong liaisons with all relevant departments and get technical WASH guidance from WASH Coordinator and CBDRM Technical Guidance from Program Manager-KP (DRM & CCA Expert), day-to-day lessons and best practices replication in implementing
  • Coordinate with the MEAL department.               

Objective 3: Documentation Activities:

  • Ensure proper documentation related to CBDRM/WASH community infrastructure construction.
  • Design appropriate disaster-resilient CPI schemes and Prepare BOQs for all construction work.
  • Preparation of work plans for all construction works.
  • Prepare and submission of technical feasibility reports.
  • Prepare and submission of the final report of all construction works.

 Objective 3: Reporting Activities:

  • Report all the activities to the project officer in a timely manner.
  • Collect and analyze the reports and provide necessary feedback to the concerned.
  • Prepare field visit reports and other ad hoc reports.
  • Compile and submission of bi-weekly or monthly reports for all construction works.
  • Any other assignment was given by the supervisor according to the project’s need.

Knowledge and Skills Required:

  • BSc /B-Tech in Civil Engineering and Technology
  • Three to four years of experience in the CBDRM and WASH sector especially Knowledge of disaster-resilient protection walls, check dams, spurs, and bioengineers, slop stabilization techniques in public or private organizations; preferably in international organizations.
  • Proficient in AutoCAD or other Civil Engineering software.
  • Knowledge and experience in providing presentations and written reports.
  • Good inter-person and communication, liaison, and presentation skills.
  • Ability to communicate effectively both orally and in writing.
  • Be culturally sensitive and possess good interpersonal skills.
  • Be a self-starter and be able to work with minimal supervision.
  • Be able to deal with people at all levels with tact and diplomacy.
  • Good Team player and motivated to work in a remote and uncertain environment respecting standard operating procedures as devised and instructed.
