Job Description:

The USAID-funded Pakistan Reading Project (PRP), implemented by the International Rescue Committee and its partners, Creative Associates International, World Learning, and Institute of Rural Management, is working with the objective to support the provincial and regional departments of education throughout Pakistan to improve the reading skills of children in grades one and two. The project aims to achieve this goal through three distinct but interrelated components that work in synergy to affect the quality of early grade education: improved classroom learning environment for reading, improved policies and systems for reading, and community based support for reading in Pakistan. 


This position is for a multi-year project to support Pakistani-led efforts to introduce and institutionalize improvements in reading instruction and reading assessment in grades one through five in public and private schools throughout Pakistan. The Compliance Officer will be responsible for assisting Sr. Compliance Officer to ensures compliance of procedures, programme activities and monitoring with donor funding agreements of all PRP partners in following areas/departments;


 Finance (IPs)



  1. Administration

  2. Supply Chain (Procurements, Logistics, Inventory etc)

  3. Human Resources

  4. ICT

  5. Small Grants Program


 


This position requires intensive field visits of partners & provincial offices on regular basis.


 Job Responsibilities:


 



  1. Conduct regular meetings with all related stakeholders for the implementation of compliance program effectively and efficiently.

  2. Establish standards and procedures with the agreement of all related stakeholders to ensure the compliance program effectiveness and efficiency.

  3. Review the established systems to ensure compliance with policies, plans, procedures, laws and regulations which impact on operations and reports.

  4. Identifies potential areas of compliance vulnerability and risk; develops/implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future.

  5. Review the reliability and integrity of financial information and operations to determine whether the partner/department is in compliance and suggest policy where required.

  6. Responds to alleged violations of rules, regulations, policies, procedures, and Standards of Conduct by evaluating or recommending the initiation of investigative procedures. Develops and oversees a system for uniform handling of such violations.

  7. Assist Sr. Compliance Officer in compliance review with the distinct guidelines for ethical business conduct.

  8. Develop quality compliance review reports in supervision of Sr. Compliance Officer, capturing detailed observations noted during reviews.

  9. Maintain Compliance files for project monitoring and donor reporting.

  10. Any other duty assigned by supervisor.


JOB REQUIREMENTS:


·         Education:


  Master’s in Business Administration, Finance or any relevant discipline (Like ACCA, CA Inter)


·         Work Experience:


 Minimum 03 years of working experience, preferably in finance, audit or compliance.


·         Demonstrated Skills and Competencies:


 Excellent written & oral communication skills, Financial analytical skills. 


·         Language Skills:


 Fluency in English language (both written & oral).


·         Certificates or Licenses: NA
