Job Description: |
The Gavi CSO HPV Vaccine Introduction Grant in Pakistan aims to strengthen the national immunization program by supporting the effective rollout of the HPV vaccine across selected regions, including Punjab, Sindh, Azad Jammu and Kashmir (AJK), and the Islamabad Capital Territory (ICT). This project focuses on increasing vaccine uptake among adolescent girls—particularly those who are out-of-school—through targeted demand generation, community mobilization, and gender-sensitive communication strategies. Emphasizing equitable access and social inclusion, the initiative seeks to address misinformation, build trust in public health services, and foster community engagement through close collaboration with provincial health departments, education sectors, and local civil society organizations. The grant, which runs from June 2025 to June 2026, supports innovative, locally grounded interventions that are aligned with national priorities and designed to reach underserved and high-risk populations.
Our Organisation seeks a dynamic and experienced individual for the position of Project Manager for HPV Vaccine Introduction in Azad Jammu and Kashmir (AJK), Pakistan. The Project Manager will play a pivotal role in providing overall oversight and leadership for the preparation, introduction and roll-out of HPV vaccine in AJK. Under the supervision of the Director Programmes Health and/or Health & Nutrition Specialist and in close collaboration with Social and Behavior Change Communication department, program teams, Local Implementation Partners (IPs) and key stakeholders, the Project Manager will lead a team to ensure the technical and methodological soundness of activities, implementing evidence-based SBCC strategies to enhance the acceptance and utilization of the HPV vaccine in selected districts of Azad Jammu and Kashmir, Pakistan
Main Responsibilities
1. Strategic Planning and Coordination
-
Provide overall technical, program, and strategic leadership and coordination for the preparation of HPV introduction in Pakistan, including applications for Vaccine Introduction Grants.

Oversee baseline, midpoint, and end line assessments of community, family, and health worker knowledge related to HPV vaccine introduction.

In collaboration with the Implementation partners and relevant project team members, develop workplans and timelines for the course of the project.
-
Implement effective and ongoing mechanisms to consistently track workplans of the implementation partners, identify and resolve bottlenecks, and course correct activities.
2. Project Management
-
Oversee the day-to-day implementation of the project across selected districts in AJK.

Lead, supervise, and mentor a diverse team of District Community Engagement Officers, Community Resource Persons and support staff.

Ensure alignment of project activities with the overall project objectives, timelines, and budget.
-
Regularly coordinate with District health authorities, key stakeholders, and implementation partners (WHO, UNICEF, Jhpiego etc.) to ensure project coherence.

Develop detailed work plans, monitor progress, and troubleshoot issues as they arise to maintain momentum.
3. Community Engagement, Demand Generation and Survey Management
-
Lead development of survey tools to evaluate community perception towards vaccination, especially HPV, at various points during the project, oversee implementation of surveys, work with M&E teams to compile results, and disseminate findings to stakeholders.

Develop and maintain strong relationships with provincial level leadership during preparatory phase.

Lead community engagement strategies to enhance acceptance and demand for HPV vaccine.

Collaborate with local community leaders, religious leaders, and other influencers to build trust and encourage participation in HPV roll out. Ensure the project’s outreach activities are well-coordinated and impactful.

Foster strong relationships with I/NGOs, Community-Based Organizations (CBOs), and Civil Society Organizations (CSOs) for effective community mobilization.
4. Monitoring, Reporting, & Evaluation
-
Oversee the monitoring and evaluation (M&E) processes, ensuring data is accurately captured, analyzed, and reported to assess project outcomes and impact.

Ensure regular reporting on project progress, challenges, and achievements to the HO and donors.

Conduct periodic assessments and ensure continuous improvement based on feedback and lessons learned.

Ensure that project activities comply with monitoring frameworks, donor requirements, and guidelines.
5. Budget Management & Resource Allocation
-
Manage project resources effectively, including staff, materials, and budget.
-
Oversee the preparation and implementation of budgets for all activities in the assigned districts, ensuring financial efficiency and accountability.

Ensure timely procurement and supply chain management to support the project’s services and outreach activities.
6. Team Leadership & Capacity Building
-
Conduct regular training and capacity-building sessions for team members, ensuring they are well-equipped to deliver quality services.

Foster a culture of teamwork, transparency, and accountability within the team.
7. Technical Oversight and Reporting
-
Work closely with M&E focal point and teams to track progress of communication and technical activities between key stakeholders, including local implementation partners, especially at the community/household level.

Ensure SBCC teams provide effective relationship building and linkages between communities and healthcare system to build trust in the HPV vaccine and the process.
-
Oversee technical content in social mobilization materials targeting healthcare workers and communities to ensure accuracy and acceptability of messaging.
-
Be an integral and trusted member of technical working groups, tasks teams, and leadership teams in preparation and roll-out of the HPV vaccine.

Effectively and transparently communicate evidence-based updates to the line manager on progress, bottlenecks, and solutions.

Any other relevant tasks requested by the line manager.
8. Stakeholder Engagement, Collaboration & Advocacy
-
Effectively engage with all relevant stakeholders at territory level for introduction including professional health societies, religious and community leaders, youth leaders, CSOs and NGOs.

Work closely with SBCC (social and behavioral change communication) provincial teams to develop and implement community engagement and demand generation strategies.

Lead the development and implementation of the community engagement and demand generation strategies, with the support of provincial SBCC teams.

Represent the project in technical working groups, coordination forums and leadership teams.
-
Represent the project in meetings with government authorities, donors, and partner organizations, advocating for the project’s goals and securing support.

Liaise with local government health officials to align project activities with local health priorities.

Coordinate with other health programs and projects to ensure synergy and avoid duplication of efforts.
